Foundations to Success, LLC is dedicated to provide mental health services within an infrastructure that promotes maximum growth intellectually, spiritually, physically, socially, emotionally and vocationally. With these programs, Foundations to Success, LLC is committed to supporting individuals within the community that have experienced some form of trauma, crisis, relapse, set back or increase of acute symptoms.

Stephen L. Foster Jr. is a native of Hampton, Virginia that had emotional and behavioral struggles while growing up. He was diagnosed with depression and ADHD at the age of 6 and found several challenges trying to fit in to social norms and other peer groups. When he was 14 years old, he attempted to commit suicide but God intervened and saved his life. This was the turning point in Stephen’s life; he went on to triple major at Liberty University earning three bachelors degrees: Psychology: Life Coaching, Psychology: Crisis Intervention and Psychology: Addictions & Recovery.
Then he earned a Master’s in Marriage and Family Counselling at Liberty University. He is currently pursuing his PhD in Advance Studies of Human Behaviour at Capella University. Mr. Foster gave his life to God as a teen and later in his 20s was ordained a Reverend within the state of Virginia. He has an unquenchable thirst for knowledge and is compassionate about educating, empowering, motivating and coaching others whether young or seasoned. He has utilized other types of streams to communicate his love for both God and God’s people by writing and publishing three books: “A Call to Spiritual Circumcision”, “Developing the Heart of a God Pleaser” and “Who Am I and What is My Purpose”. He has also released two albums “The Purpose of Life” and “The Purpose of Life Vol. 2” under his Hip-Hop stage name: U-Neek Shreef which means, “a virtue that is one of its kind and like no other.”
Mr. Foster found a passion working in the Mental Health field over the past decade and has provided consultation, counselling, coaching and empowerment to several individuals young and old of all walks of life. He continues to do so as the Executive Director and owner of his business Foundations to Success, LLC in Newport News which has several programs that range from crisis intervention-acute to therapeutic mentoring. His non-profit Reach One Teach One (ROTO) provides advocacy for grade-aged students with 504s/IEPs (Special Education).

Human Resources Lead
Mary is in charge of our HR Department here at Foundations to Success. She has over 20+ years of office administration and management experience. Here at Foundations to Success she is responsible for coordinating all administrative activities related to our organization’s personnel. Developing recruitment strategies, implementing systems for managing staff benefits, behavior, and onboarding of new employees.
Mary’s compassion and understanding for others plays a large role in what makes her wonderful fit in her position as our Human Resources Lead.

Ms. Kris is the Office Manager here at Foundations to Success, LLC. She holds a degree in Applied Science and has 13+ years in Medical Office Management. She has always had a passion to help others, and her goal is to assist in providing individuals with resources and tools to be self-sufficient and successful in their daily lives. Kris is hardworking, compassionate, and an advocate for individuals.
Kris strives to be the best manager and team player for everyone who crosses her path, along with support, guidance, and empowerment.

Introducing mindful meditation practices, and yoga flow for the body, spirit and mind. Téa takes Psychology and integrates it with a focus of the body, spirit and mind from a holistic therapeutic approach. Téa breaks down the fundamentals of the connection of body, spirit and mind and how balancing all three can allow one to achieve internal oneness with self. Engaging practices with full body flow, and emotional intelligence, to better understand self. "Issues are in the tissues" -When we stretch the bandwidth of our mind, along with the ligaments of our body, you then learn how to fully engage all three principles of life; Body, Spirit and mind; accomplishing the world ahead of you.

Turquoise Rawlings-Perrin is a highly experienced and qualified clinical director and therapist, with a strong background in counseling and mental health services. Her education from Hampton University, coupled with her extensive experience in the behavioral health field, has equipped her with the skills and knowledge necessary to effectively help individuals, young adults, and adolescents facing various mental health challenges. With a focus on person-centered therapy, Turquoise aims to create a supportive and non-judgmental environment where clients feel understood and empowered to make positive changes in their lives. She specializes in treating a range of issues including depression, anxiety disorders, ADHD, relationship issues, work stress, and life transitions.
Turquoise adopts a holistic approach to therapy, considering all elements impacting her clients' experiences, including family dynamics and social factors. She collaborates with her clients to identify their strengths and talents, empowering them to overcome challenges and achieve their goals. Utilizing cognitive-behavioral techniques and other appropriate theories and tools, Turquoise tailors her approach to meet the unique needs of each client. Her strong interpersonal skills and collaborative style create a conducive environment for growth and transformation. As the clinical director at Foundations to Success and the founder and lead therapist for Indigo Soul Family Services, Turquoise is dedicated to improving the well-being of her clients and enhancing the functioning of their families. With over 10 years of experience and a commitment to ongoing professional development, she is a valuable asset to the behavioral health field.

Christopher Sapp is a native from Hampton, Virginia. is an accomplished mental health professional with over 16 years of experience in the field. He holds a Bachelor of Arts degree in Psychology from Norfolk State University and is a certified Qualified Mental Health Provider. Christopher is skilled in providing intensive in-home services, mental health skill-building, and community stabilization.
As a training specialist with his agency, he brings valuable expertise to his roles as a certified First Aid/CPR instructor and a Therapeutic Options of Virginia (TOVA) instructor. His comprehensive training and extensive experience make him a key asset in mental health and community service programs,

Licensed Clinical Social Worker
Meet Elizabeth Shumate, most people call her Beth. She’s a Licensed Clinical Social Worker in the Commonwealth of Virginia, trained and educated at Virginia Commonwealth University in Richmond.
What exactly does that mean? Well, it means she is equipped to diagnose and treat mental illness, thanks to her rigorous training and licensing. But her journey at VCU didn’t stop there. In addition to her social work expertise, she also pursued her passion for teaching art, though not simultaneously.
In simple terms, Beth’s all about people. She can’t stand to see them suffer and is dedicated to using her skills, talents, and sense of calling to guide others toward healing and a better life. Her approach? Always searching for the beauty in those she encounters.
If you’re intrigued by what Beth does, maybe you two could collaborate to pave your way toward achieving your dreams. Her diverse background includes trauma recovery, short-term crisis intervention, and extensive work with active-duty military and their families, as well as individuals in long-term care and correctional facilities.

MS, LMFT, Neurofeedback Specialist
Jennifer Dattilo Watts is an LMFT who has been practicing since 2013. She is a graduate of Capella University and specializes in working with trauma, anxiety, ADHD, and the LGBTQIA community. Jennifer received introductory training in neurofeedback from The EEG Institute in November 2012 and continues to provide neurofeedback services for her clients. She is a veteran of the United States Air Force and a mother of three teenagers.

Tesia Shirlynn Heard-White is a 2017 MSW graduate of Florida State University in Tallahassee, Florida. Mrs. Heard-White received her BSW in 2015 at Florida Agriculture and Mechanical University in Tallahassee, Fl. Tesia has served as a missionary in Haiti and Africa since she was a high school student. Tesia is a woman of faith. She has always been active in various ministries throughout her life. Currently, she serves as praise and worship leader at Emmanuel Baptist Church and New Beach Grove Baptist Church. Tesia Heard-White specializes in Generalized Anxiety Disorder, Depression, Anger Management, Stress Management, Crisis Counseling, and ACT. Tesia Heard-White is a clinical supervisor with Foundation To Success and Outpatient Therapy Provider for all clinical programs. With a focus on person centered therapy, Mrs. Heard-White aims to create safe space for her clients to heal and to work on their dreams. Mrs. Heard-White opened her private practice, Black Couch Therapy LLC in February 2023. Mrs. Heard-White is a full-time therapist, mentor and also serves as program coordinator for Mentoring Program for Quality-of-Life Inc. located in Hampton, VA. Mrs. Heard-White also uplifts the community with her cherished sisterhood, Alpha Kappa Alpha Sorority Incorporated. In December 2023, Mrs. Heard-White became a charter member of Alpha Gamma Gamma Omega Chapter located in Yorktown, VA . Tesia Heard-White believes that everyone deserves to be seen, felt and heard. Isabel, a native of Arizona, moved to Virginia in 2013. She has 5+ years in the mental health field supporting the Hampton Roads community. She is also a certified Anger Management, and Peer Recovery Specialist.
Isabel represents Foundations to Success, LLC in the Peacekeepers Program. She advocates for the youth against domestic violence, furthering education, and teaching life skills. Isabel is compassionate and loves what she does, and how she is able to contribute to Foundations to Success, LLC.

“I’m Kimberly, a Psychiatric Mental Health Nurse Practitioner (PMHNP). I’m genuinely passionate about providing compassionate and holistic mental health care. With over 12 years of clinical experience, I diagnose and treat a variety of mental health conditions, including anxiety, depression, PTSD, substance abuse, ADHD, and mood disorders across the lifespan.
I earned my Master’s degree in Nursing with a focus on Psychiatric Mental Health, and I’m proud to be board-certified. I believe in the importance of ongoing education, so I constantly seek out the latest evidence-based practices to better serve my patients.
What I love most about my work is building strong, trusting relationships with my patients. I’m here to empower you to take an active role in your mental health journey, and I approach each session with warmth and empathy. In addition to therapy, I offer thorough assessments, medication management, and collaborative care planning.
I’m also passionate about breaking down the stigma surrounding mental health because I genuinely believe that everyone deserves access to quality care. When I’m not working, you can find me visit museums, aquariums, parks or traveling.
